Toddler Refuses to Stay in Room at Bedtime

Question

We recently moved our 23 mo old son to a toddler bed. He was doing great staying in until about a week ago. This past week he has been getting out of bed many times before he finally stays in and falls asleep. When he does get out of bed, my husband and I pick him up and put him back, saying "bedtime." He and his 6 year-old brother share a room. Our 6 year-old loves sleep and this is very disruptive to the point its upsetting him. What is the best way to handle this? Both boys go to bed at the same time - our older son falls asleep immediately. We have tried staggering bedtimes, but the youngest is usually not asleep and when the older one comes in, the younger one completely wakes up. thank you.
