No Hitting Allowed...

Question

I have 2 children. One is an 8 year old daughter and the other is a 3 1/2 year old son. Recently my 3 1/2 year old has taken to hitting his older sister when he is frustrated with her, or if things aren't going his way. Subsequently, she tattles on him. I am at a bit of a loss as to what to do. Part of me wants them to just work it out. I considered the "disturbing the peace" routine, but I'm certain that at that point, my daughter would just tolerate the little brother's hitting and I don't want him to think that's ok, as we have a strict no-hitting rule in our family. On the other hand, I don't want to create sibling conflict by allowing a lot of tattling. Any advice is greatly appreciated. Thank you.
