Protecting Great Grandson

Question

We have had legal guardianship of our great-grandson for the last 2 years. He is now 4 years old. The grandfather is disabled and both his parents are drug addicts. My question is should we let the parents visit the child while they are still doing drugs. It is very hard on the child when his parents come around for a day or two and then they're gone again for several weeks/months doing drugs or are in/out of jail for stealing. He does not understand what is happening and we do not know how to answer his questions. We are thinking of stopping all visitation until parents have completed rehab and been sober for a while. What is your view of this?
