22 month old not pooping

Question

We're on week 3 of potty-training our 22-month-old. I geared up for staying home, ditching the diapers, and being laid-back about it, and it's going fairly well except for bowel movements. He used to be really regular (once a day), and now he's stopped going. I didn't worry too much at first, because I know this is new for him, but it's been three weeks without much at all, and that worries me. Whenever he has to go, he gets the "deer-in-the-headlights" look and starts to cry. We reassure him, point him to the potty, he sits, waits, and nothing (there's usually just enough to get himself and his pants a little dirty... it's like he clamps it off). Is this normal? How do we help him get over the hump? He's seen us go. He doesn't seem upset about the idea until he feels the need to go himself. I'm at a loss.
